Difference between IES and IAS Officer in UPSC

IES and IAS: Both are the Union Government cadres for which the exams are conducted by UPSC. IES stands for Indian Engineering Services and on the other hand, IAS is Indian Administrative Services. The main difference between IES and IAS is that IAS officers are employed in the administrative department of the Indian Government whereas the IES officers are appointed to tackle the technical and executive works of the Indian Government.

What is IAS?

The abbreviated form of IAS is the  Indian Administrative Service. It is the All India administrative civil service of India. IAS officers own fundamental and diplomatic positions in the Union Government, States, and public-sector undertakings. Like in several countries (for example UK) following Parliamentary system, IAS as the continual administration in India forms an integral part of the executive branch of the Government of India, thus giving flow and impartiality to the administration. Unlike Candidates selected to other civil services, a person once appointed to Indian Administrative Service or Indian Foreign Service (IFS) becomes ineligible to reappear in Civil Services Examination conducted by Union Public Service Commission, because, earlier in 1972 a candidate to be eligible for IAS/IPS has to write extra exam but even after common UPSC civil services exam the state of affairs is maintained which needs to be changed.

What is IES?

Indian Engineering Services shortened as IES are the civil services that meet the technological and managerial functions of the Government of India. Alike most countries, the Government of India hires its civil servants and officials on the grounds of excellence, the central management posts in the bureaucracy are immersed through competitive exams. A large number of aspirants take these exams, striving for confined posts. IES officers are picked by the union government on the references given by the Union Public Service Commission (UPSC). A combined triple-stage ambitious examination (comprises of five tests), proclaimed as the Engineering Services Examination (ESE) is directed by the UPSC for recruitment to the Indian Engineering Services.

Functions of IAS Officer

  • He/She works as an Executive Magistrate
  • Works as Chief Development officer/ District Development Commissioner
  • Maintains Law and Order
  • Collects Revenues and performs its duties as the court, in revenue matters
  • Supervises the Implementation of Policies of State and Central Government
  • Travels to different places in order to keep track of the implementation of policies
  • Supervises the expenditure of public funds as per norms of financial propriety
  • Manages the daily activities of Government, including framing and implementation of policy in consultation with the minister in charge of the concerned Ministry
  • Takes part in policy formulation and decision making at various levels like Deputy Secretary, Joint Secretary, etc. and gives final shape to the policies by contributing to the needs accordingly

Functions of IES Officer

  • The variety of work for the Indian Engineering Service depends completely upon the engineering branch and the service or department they are recruited in.
  • These official bureaucrats can move to any of the organization, agency, cadre, ministry or PSU of the Government of India.
  • They are designated in a parallel cadre where they can work on a delegation basis or for a fixed tenure of at least five years or more.
  • After this, either they are sent back to their parent cadre or they can choose to work in the current cadre.

    If I attend IES and IAS both exams ,is the overall UPSC attempt will be count as two or 1 ? Kindly clarify may doubt..!

      Attempts would be counted per exam not for entire UPSC.
